U.S. Department of Labor Issues $1,591,176 in Penalties
To AB Specialty Silicones After 4 Fatalities in Illinois Plant Explosion
WAUKEGAN, IL – The U.S. Department of Labor's Occupational Safety and Health Administration (OSHA) has cited AB Specialty Silicones LLC for 12 willful federal safety violations after four employees suffered fatal injuries in an explosion and fire at the company’s Waukegan, Illinois, plant on May 3, 2019. The company faces $1,591,176 in penalties. OSHA has placed the silicon chemical products manufacturer in the Severe Violator Enforcement Program.
OSHA investigators determined AB Specialty Silicones failed to ensure that electrical equipment and installations in the production area of the plant complied with OSHA electrical standards, and were approved for hazardous locations. The company also used forklifts powered by liquid propane to transport volatile flammable liquids, and operated these forklifts in areas where employees handled and processed volatile flammable liquids and gases, creating the potential for ignition.  
"Employers must employ hazard recognition to protect workers from harm, especially in high hazard industries," said Principal Deputy Assistant Secretary of Labor for Occupational Safety and Health Loren Sweatt. "By ignoring safety and health requirements, this employer created an unsafe work environment with deadly consequences."
"An employer's adherence to safety and health standards, including the proper use of electrical equipment and forklifts when handling flammable liquids, is critical to preventing fire, explosions and other incidents that can seriously or fatally injure workers," said OSHA Acting Regional Administrator Nancy Hauter, in Chicago, Illinois.
OSHA provides resources on electrical safety and using forklifts when working with hazardous materials. The company has 15 business days from receipt of the citations and penalties to comply, request an informal conference with OSHA’s area director, or contest the findings before the independent Occupational Safety and Health Review Commission.

The CSB is deploying a three-person team to investigate a fire and explosion that occurred on Friday May 3, 2019, at the AB Specialty Silicones facility in Waukegan, IL. Local emergency responders are reporting one fatality, two missing employees and multiple injuries as a result of this incident.

JOB SUMMARY:
The EHS Manager located in Waukegan IL reports to the General Manager and is responsible for promoting and fostering a culture of workplace safety and environmental responsibility for warehouse, manufacturing, laboratory and office work environments. The successful candidate will be the sole safety professional at the facility and will be supported in these EHS efforts by facility management, supervision, and associates.
ESSENTIAL DUTIES & RESPONSIBILITIES:
Direct the development, implementation, and maintenance of comprehensive safety, environmental and health programs for the Company including, policies and procedures that are compliant and promote continuous improvement.
Provide training to employees on EHS policies, programs, and procedures. Ensure that appropriate records are developed and maintained.
Develop and maintain procedures to investigate incidents and near misses. Implement corrective actions as necessary.
Maintain all OSHA required logs, records, reports and ISO-9001 documentation. Oversee the Company SDS system and industrial hygiene monitoring.
Lead the facility safety committee. Conduct facility EHS inspections and audits with the involvement of the safety committee members and facility management.
Provide the leadership, direction, and support necessary to ensure compliance with all applicable federal, state, and local laws and regulations in a manner consistent with sound business practice.
The position is approximately 75% safety and health-related with the balance devoted to environmental compliance.
QUALIFICATIONS:
Bachelor’s degree in Occupational or Industrial Safety, Industrial Hygiene, Engineering, Environmental Science, or other EHS related field preferred. Other four year degrees or related experience will be considered.
Minimum of 10 years of EHS management experience in a manufacturing environment, chemical manufacturing preferred.
Certification in an EHS related discipline and/or further education is a plus.
Detailed knowledge of OSHA, EPA and other applicable industry environmental, health and safety standards.
Superior communication skills – verbal and written. The ability to work in a team-oriented organization.
Able to travel occasionally within the US.
Working knowledge of MS Office; Word, Excel, PowerPoint.

Able to meet the following physical demands of the job, with or without reasonable accommodations. While performing the duties of this job, the employee is frequently required to stand, walk, sit, climb stairs and ladders, use hands, and reach with hands and arms. The employee must regularly lift and/or move up to five pounds and occasionally lift and/or move up to 25 pounds.
